Small Engines (Lawn Mowers, etc.): troubleshooting, push mower, yardman

I have a yardman 6.5XL Tecumseh engine push mower by MTD, I can't get it to start at all. I have checked the spark plug, and I am not geting it to fire. Help!!! I am not sure where to begain. Thank you~

Sometimes the engine shut-off/brake cable streches.  Follow the cable the top of the shut-off lever to the engine.  Does the cable appear to move the brake arm on the engine?

If you remove the air filter and spray starting fluid directly into the carb does the engine start?
