Small Engines (Lawn Mowers, etc.): gas lines, weed eater, arinet

Question
My 790R weed eater gas tank does not pick up gas when it is in the operating angle to do edging. The pick up is too hi in the tank. Is it suppose to have a weighted pickup hose in the tank?

The Fuel Filter Attached to the Pickup Line in the Tank is Weighted.
