Small Engines (Lawn Mowers, etc.): Toro model 20005, assembly drawings, brake spring
QuestionI bought this new in 2006 and it has been fine until the last time I used it when the engine wouldn't stop when I released the control bar (Bail brake) on the handle bar. I had to pull the plug lead off to stop the engine.

It Sounds like the Engine Stop/Brake Spring has Broken or Jumped Off the Engine Stop/Brake Bracket or the Engine Stop/Brake Cable is Not Moving the Engine Stop/Brake Lever at the Engine. You can View a Breakdown/IPL of the Mower at this Site Addy, https://lookup3.toro.com/partdex/default.cfm and Select Start Parts Viewer. Now Enter the Model Numbers. Now Select View Assembly Drawings. Component # 191 in the Brakdwon is the Engine Stop/Brake Bracket. If you Hit a Snag or this Does Not Correct the Problem, I am Here if You Require More Assistance.
