Small Engines (Lawn Mowers, etc.): Mower smokes white smoke., crankcase breather, head gasket

My Yard Machine is B&S 4 hp, model # 10A902 Type 2189B3 and code# 01112654
I cleaned carb. and crankcase breather, but it still smokes.  I figured it needs rings because it uses a lot of oil.  Do i need to buy a new mower?     Tom

Since this is Not an OHV  Engine, the Head Gasket is Not a Concern. From your Description, it Sounds like the Oil Ring is Stuck or Worn Out. I Suggest a Short Block or a New Mower. If the External Components of the Engine are in Good Condition, then a Short Block will Correct this Problem. Knowing the Prices of Mowers, a New Push Mower May be the Cheapest Route to Go.
