Small Engines (Lawn Mowers, etc.): my honda engine will not start cold, billy goat yard vacuum, honda engine

Question
I have a Billy Goat yard vacuum with a honda engine. I took the carb a part and it was clean i put it back together it fired right up. The next morning I ttried to start it no such luck. There are no choke or primer bulb. Any suggestions?
