Small Engines (Lawn Mowers, etc.): B&S edger wont start, head bolts, head gasket

my B&S wont start I clean carb, tank and still sometimes it trys to start for like 4 sec. Please help its MODEL 60102, TYPE 114401, CODE 89011203 2hp.

Are the head bolts loose?  Is the head gasket leaking?

Is there and adjustment needle on the side of you carb?  If so, use a small screwdriver and GENTLY turn the needle in just until you barely feel it get tight.  Then, turn it out 1 1/4 to 1 1/2 turns for initial adjustment.
