Small Engines (Lawn Mowers, etc.): My snapper wont start, snapper riding mower, proper manuals

Question
I have a snapper riding mower that won't start.  I turn the key to start and it just clicks once.  I know the battery is charged, so I'm guessing it's the starter, but don't know what the starter looks like to test it or take it off.  Also, I need to replace the fuel filter, is it the plastic cylinder attached to the fuel line coming from the fuel tank?
