Small Engines (Lawn Mowers, etc.): Snapper B&S 281707, ipls, select publications

My lawnmower worked fine in the fall and now it wont start.  I thought it was the solenoid so I replaced it and it still does not start.  I have power to the starter and have tested it so I know it works.  Do you have a wiring diagram of the entire mower?  I have a red wire coming off a fuse that is not attached to anything and I dont know if it needs to be attached.  I think the ignition switch is bad, I cleaned up all the contacts but nothing works.  Any help is appreciated.
