Small Engines (Lawn Mowers, etc.): john deere 16/32 hydro sabre lawn tractor not running correctly, carburetor rebuild kit, briggs and stratton

I have a lawn tractor with a 16 hp Briggs and Stratton motor that was sitting exposed to the elements for over a year.  I am trying to renovate this tractor and I cannot get it to run properly.  I bought a carburetor rebuild kit and rebuilt it.  Now, when the choke is mostly closed, it will run at high, medium, and low speed.  With the choke open, it will not run at medium and high speed, but will run at low speed. Where does the motor need to be adjusted?  Is the problem still the carburetor.  Should a new carburetor be bought?

back tract.   you deffintely still have a carb. problem.
carb. settings need to be as follows.  1 to 1and 1/2 turns out from  in against seat. tweak as needed .   maybe alittle more air mixture, maybe alittle more on main (fuel). this should get you running.
