Small Engines (Lawn Mowers, etc.): RIDER ENGINE JUST STUMPING ME, briggs and stratton, hp briggs

OK THIS BUDDY OF MINE HAS THIS 42" 19.5 hp. CRAFTSMAN TRACTOR, HE SAID HE COULD HEAR A SMALL SQUEAKING SO HE SHUT IT DOWN. WHEN HE TRIED TO START IT AFTER CHECKING THE OIL IT TURNED THEN JAMMED AS IF IT WAS SEIZED, I PUT A WRENCH ON THE FLYWHEEL AND TURNED IT OUT OF THE JAM BUT IT WILL TURN ABOUT 15 ROTATIONS BEFORE JAMMING AGAIN. WHAT DO U THINK IT MAY BE?   THE ENGINE IS A 19.5 hp Briggs and Stratton 2 cylinder turbo cooled intek. THANKS HOPE TO HEAR FROM U SOON!

 Did you Remove the Belts from the Engine Drive Pulley and Try to Start the Engine? Send me the Model, Type and Code Numbers Off the Engine, Please. With these I can Locate a Breakdown/IPL and Better Assist you. I am here if you Require more Assistance. Thanks. Be Safe.
