Small Engines (Lawn Mowers, etc.): B & S engine, engine application, spark advance

I have a 16.5 hp eng. Model #313707  Type #0162g5.
In the parts illustration under the elect. heading, I see the term crank govener. Can you explain to me what it is, and what it does?

 Hello Ivan:

 Depending on the Engine Application, Some Engines have a Spark Advance that will Retard the Engine RPM's when they Reach a Certain RPM. The Engine IPL Shows the Standard Internal Governor. Send me the Model Numbers Off of the Equipment this Engine is Mounted to, Please. With these I can Locate a Breakdown/IPL and Better Assist you. Hope this Helps.
