Small Engines (Lawn Mowers, etc.): Troy-bilt garden tractor cranks but will not start, tractor model, garden tractor

I have a Troy-bilt garden tractor, model Z809H that cranks, but will not start.  It has a spark.  Any ideas?

 Hello Stan:

 Remove the Air Filter and Pour a Small Amount of Gas Into the Carburetor Throat. Does the Engine Start and Quit? If Yes, then Clean and Rebuild the Carburetor.
