Small Engines (Lawn Mowers, etc.): mtd riding mower wont start, low battery, flywheel

Question
When I turn the key the engine will not start there is just a clicking sound, I removed the cover from the starter and the starter cog runs upwards and cannot turn the flywheel, the engine will turn with a screwdriver and some force, is the engine seized ? is the started bad ? is there a clutch stuck somewhere ? pls help

check for fully charged battery  sounds like not enough to turn engine.   if thats not the case,  starter could be bad. if you keep trying with a low battery it is hard on starters.  and if it had been run low on oil? you could have an internal engine problem.. 1- sounds like low battery to me....
