Small Engines (Lawn Mowers, etc.): leaf blower, craftsman leaf blower, light spray

My Craftsman leaf blower pull cord is constantly hanging up/  I have to open the suction guard and actually turn it by hand to get the cord rewound.  When warm, no problem.  When cold, it is a disaster.  Am I looking into a problem trying to fix it?

 The Recoil Pawls Need to be Cleaned and Lightly Lubricated with 3-n-1 Oil or a Light Spray Lube. Send me the Make and Model Numbers Off of the Engine, Please.
