Small Engines (Lawn Mowers, etc.): mower makes a whining sound when I try to start it, hello bill, battery check

I have a Turf trac mower made by MTD I think it is an old mower I bought it second hand but When I try to start it the starter turns over weakly and it makes a whistling sound and then it just clicks.  I thought it was a bad battery replaced it but it still the same.

 Hello Bill:

 Have you Checked for a Weak/Dead Cell in the Battery? Check the Starter for Dragging/Binding. From your Description it Sounds like the Starter May be Bad. Remove the Belts from the Engine Pulley. If Removing the Belts make a Difference, then There is a Bad Pulley or Spindle Causing the Problem. Send me the Model Numbers Off of the Mower, Please.
