karcher 2400 pressure washer - can not pull pull rope more than a foot. please help

 Hello Sean:

 Remove the Spark Plug. Remove the Blower Housing(metal engine cover). Can you Turn the Engine by Hand Completely Around Several Times? Does it turn Easly and Smoothly? Pull the Starter in the Blower Housing. Does the Rope Pull All the Way Out? Let me know what Happens, Please. Thanks.
