Small Engines (Lawn Mowers, etc.): Starter clicks but wont turn over, briggs stratton, hp model

I have a briggs & stratton 12.5 hp model #288707.

The lawnmower would not turn over.  I just installed a fully charged new battery.  Now it clicks forcefully but will not turn over.  If I try a number of times in a row, smoke starts to eminate from the starter area.

Does this sound like a bad starter?

 Hello John:

 From your Description, I would have to say Yes. Since  the Starter is Smoking, Replace the Starter. Since the Starter Smoked, I Dont Suggest a Rebuild. Hope this Helps. Let me know what Happens, Please. I enjoy knowing the Outcome. Thanks.
