Small Engines (Lawn Mowers, etc.): murray riding lawnmower 42 inch 17 hp/el start, starter fluid, safety switch

Question
I replaced the cellinode , plug and fuel filter.
engine will turn over but will not start.
Fuel is getting to carbiator = what could it be.

 Hello Doug:

 Check the Seat Safety Switch. Check the Blade Safety Switch. Try to Start the Engine with Starter Fluid. If the Engine Starts and Quits then the Carburator needs to be Cleaned and Rebuilt. Send me the Model Numbers Off of the Mower and Off of the Engine(metal engine cover), Please. With these Numbers I can View a Breakdown of the Mower and the Engine and Better Assist you. Thanks.
