Small Engines (Lawn Mowers, etc.): steering wheel, steering wheel, model number

Question
My steering quit working while mowing and I can see this loose bar flopping when i turn the wheel. How do I repair this ? We bought the mower used and I'm not sure what year it is.

 Hello Diane:

 Can you Locate Any Numbers on the Frame? The Bar that is Loose, can you see where it Attached? It could be that a Clip Broke and the Bar Fell Off. It could Also be that a Ball Joit has Worn Out and Requires Replacing. A Model Number Off of the Frame will Help me Assist you Better. Thanks.
