Small Engines (Lawn Mowers, etc.): timing, timing indicators, digital pix

i have a 6 1/4hp tecumseh and and i replaced the crank seals I went to line the cam and crank up with the two timming marks and when you rotate the crank the first valve to open is the exhaust is that suppose to happen

The intake should open first.  Tecumseh uses several different timing indicators to confuse you.

Examine the carb for small details, maybe a line, dot or even a drilled hole in the carb and try retiming with that mark.
