Small Engines (Lawn Mowers, etc.): 14 h.p. briggs and stratton will not start, briggs and stratton, moth balls

I have a snapper SR1433  14h.p. B&S.  It has been in "moth balls" since about 4 years ago. I bought a new battery,  removed and cleaned carb, and attempted to start.  No start.  Checked spark plug,  no fire.  Removed magneta, replaced (only because parts dealer had no device to check it). I don't know where to go from there. Any suggestions would be appreciated?  Thanks!

 Hello Harold:

 Have you Checked or Bypassed the Safety Switches? Have you checked the Ignition Switch? Find the Magenatron Shutoff wire and Remove it from the wire system. You will have to ground this wire to shutoff engine if it starts or flood the engine to cut it off. Try these and let me know what happens; please.
