Small Engines (Lawn Mowers, etc.): Pull cord wont retract (Murray 21 lawnmower), briggs and stratton, lawnmower

I know you can help. My landlord left a self-propelled (Briggs and Stratton engine) 21" Murray for my use. Unfortunately, the pull cord is all the way out (still has tension when I pull), but a small metal clip keeps it from retracting back inside the casing. Any suggestions?

 Hello Julia:

 The cord is retracting as far as it should. The Starter Handle should reach the Handle bars a little over half way up. The clip is a Cord Stop in case the handle pulls off and it stops all the extra cord from going into the Starter Housing.  Hope this Helps.
