I can remove air cleaner and cover the air intake completely, it will start and run.  will not start or run otherwise.

are there upgraded bolt on carbs available for b&s engines that have external fuel filters and fuel bowls?

Hi Gerald,

The choking effect that you are doing to the engine, indicates a lack of fuel flow.  I suspect dirt or gummed fuel in the carb.  You would need to remove, disassemble and clean all the small holes with a fine wire.  You could also replace the carb.  I don't know what is available for a different carb other than a stock unit.
