Small Engines (Lawn Mowers, etc.): motor problem, compression tester, bjorge

My cousin gave me a motorized scooter that didnt run and i told him id try to start it  but it wont evan turn over. the moter is just a little 2 cycle engine  with centrifical clutch. it has spark, compression, and its getting feul please try and give me some steps to go over to start it....

First thing I would do is check the compression with a compression tester.  It needs to have a least 90 psi to start.

If you do not have a compression tester then I would replace the spark plug and try to start the engine by spraying starting fluid directly into the carburetor.  This will tell you if it has enough compression and if the ignition timing is alright.
