I am working on a 5 HP Briggs and Stratton
Tiller, How do you get the Bearing off the shaft
to get in to the Points. This is an old Tiller
I am not sure of the model.

If you have removed the flywheel, there is a cover with two screws that houses the points.  If you are referring to how to remove the flywheel, use a prybar and pry out a bit on a thick section of the flywheel and tap the end of the crank with a plastic hammer.  This should dislodge it fairly easily....otherwise you need to use something like a harmonic balancer puller.  Hope this helps.
