where is the governer located and how do i get it off

Well, I would say you probably need to go downtown to the street corner and get a couple of hookers first.  Then head on down to the capital building and find the govenor.  That would be my best guess.  What kind of question is that anyway?  Why would you want to take the govenor off anyway?  Do you want to get that lawn mower up to 120 mph or something?  What a freak!
