This style column allows you to remove the ignition lock cylinder in any position. I am enclosing a link to our website that has video of a tilt column but the procedure until you get to the lock cylinder itself is pretty close to your design.
The video instruction are broken down into step by step 2-3 minute detailed videos with instructions. Although the videos are for a newer Chevrolet truck, the column is very similar to yours.
Once you get to the spot to remove the lock cylinder, refer to the picture I am enclosing. Your design has a release bar on the cylinder that needs to be depressed rather than a bolt that needs to be removed.
