Steering Column Repair: repair tilt stearing wheel 1996 chevy van, tilt position, tilt column

I have a 1996 Chevy 1500 series express van conversion. The tilt column is stuck in the full up position. Button on the side of steering column won't engage it moves freely up and down. How can this be repaired?

Sorry for the delay, I was out of town.

It sounds like the column has hyper-extended itself above the last tilt position.  What you need to do is actually force it even higher, until you can move the tilt release lever back all the way, then you will be able to lower the column and regain all of the positions again.
