Steering Column Repair: 1996 buick regal vats problem, buick regal, gm vehicles

Question

1996 buick reagal cust I have a 96 buick regal custom, and it has the problem were it wont start. The person who i bought the car from had put some toggle switches, and a button, i guess this was to be able to by-pass the vats. I replaced the cylinder lock, and re-connected the igniton wire, the car still will not start, and now the instrument panel does not light up, but i have all other functions. Can you please tell me how to by-pass this stupid vats system, so i can drive my car, thanks so much. By the way it is a tilt steering colum.
