Steering Column Repair: ignition access and proceedure, dollors

My  ignition has locked up not allowing the key to turn on my '95 1/2 ton truck. What is the proceedure to access the failed 'drum' [?]

Hello thire is a locking rod many times the colluim as to come apart and many pelople remove the rod . so it Will not happen again i would give you step by step but i just have to many pelople to help at this time.
I would bring it to  shop  the charge would be 100 dollors
