Subaru Repair: 1996 Subaru legacy Rs Twin turbo, obd ii, subaru legacy

My subaru has been flashing code 66, when i take it to a garage they just tell me they cant fix it and to just run. i would like to know what it means? and how i can fix it

Hey Jess,

Here is the deal.  I am in the US and in 1996 there was no twin turbo legacy imported into the US.  

What we had here was a non intercooled turbo from up to 1994 and nothing else until 2001 with the WRX which is still just a single turbo.  That is where my expertise lies.  

All of the codes that I am used to start with a P or PO

The manufacturer specific codes don't really mean all that much any more with the adoption of OBD II.
