Towing Issues: Is it an illegal tow ?, mobile home park, dmv ca

I'm having parking issue with the mobile home park in the state of Calif.
They started a new RULE here,  they state that any car etc.  not running or stored is subject to tow.
I have a car, pick-up truck and a van,  the van's being stored all the way in the driveway with the others behind it.
My Question is,  can the towing co. enter my LOCKED pick-up and tow it off my parking spot to get to the van that being stored ?

I am going to say though that relocating a vehicle to gain access is illegal and entering a locked vehicle to do that is illegal...
But then again I am not a lawyer and I am only a tow truck driver.
