Is it legal for a tow truck driver to drive around in an unmarked vehicle with no license plates?

I am really at a loss here...  Lots of open ended question here.

Unmarked tow trucks ?

Well lets see it might be a repo truck which is generally not marked very well if at all.

No License Plates, well it could have a temp tag on it, or one of many other issues. But vehicles with no license plates tend to be illegal everywhere...

A tow truck dealer will sometimes drive with no plates on the truck for sales calls and that is just one of the other reasons there might not be a plate on the truck...
