Towing Issues: car stuck on hauler, release lever, car hauler

Question
I rented a car hauler from Penske. I don't know the model, but it is brand new. I got the car on the hauler and am now trying to get it back off. The car is strapped down tight like it is supposed to be. I can't get slack back in to the straps. The release lever seems to be stuck. I know that it is supposed to lift up so and then I can get the straps loose, but the lever won't move.

well not being there, I can not really help much, but the handle needs to be STRAIGHT UP and down in order to release the straps...

Also there is a secondary release in the back of the ratchet and that will release the straps when the ratchet is opened up a bit.
