Towing Issues: starting tow company in VA, towing association, roanoke virginia

I want to run a small towing company in Roanoke, Virginia and I'm not sure how to get started.  I am trying to find out all the legal rules and regulations, as well as a local training course. Can you help me find these things?

Well Kenny, Virginia is in the middle of completely changing the rules and regulations concerning towing businesses, licenses, training and such at this moment... Some of the rules take effect in June 2008, some in 2009 and even more of them are still trying to be finalized at this point...
