i have a 2008 pontiac vibe and need to know if it can be towed behind a moving truck and if so is a dolly or car hauler better

Answer
If your vibe has a manual transmission you can flat tow it on all four wheels with the proper hitch, the rental company can help you with that.

But if going the other way, you can put the front wheels on a Dolly and it will be fine, but backing up with a dolly is usually impossible if not forbidden by the rental companies.  So I prefer to use a regular car hauler where you  have the car secured and trailer brakes.
