Towing Issues: Is it legal for a person to ride in a vehicle being towed?, tow dolly, haul truck

I am looking at towing my vehicle behind a U-haul truck using a tow dolly..  is it illegal to have a person or for that matter pet ride in the towed vehicle??

I don't know of any state that allows someone to ride in a vehicle being towed.  Be it a car or a trailer.  For instance nobody is supposed to be inside a travel trailer that is being towed.  

I am not sure about pets, but since there would be no heat or A/C I would say no to pets.

Check with your states DMV or Sec. of State to be sure.
