1997 Explorer 2 Wheel Drive?

Your owners manual should address that.

Since it is a RWD vehicle, it should be towed with the rear wheels on the dolly.  The steeering wheel should be locked straight ahead.

Understand that I do not claim to be an expert at towing vehicles behind a tow truck.  My area is towing trailers, not tow trucks.  So I would recommend you check your owners manual and call a few tow truck companies and get their opinions.  If you call several you should get one answer that keeps popping up. Even if you call a Ford dealer, you can get various answers, call a few of those too.
