I SEE YOU CAN TAOW AND 07 WITH MANUEL TRANS AND MANUEL TRANSFER CASE WHAT ABOUT AN 2004. ALSO DO YOU LEAVE KEY ON OR OFF FOR STEERING. I KNOW IT SOUNDS DUMB BUT NOT SURE.

Yes the Tacoma is flat towable with a standard transmission.  (Both 2004 and 2007)

You will need to leave the key in the 'OFF' position.  this is one click forward from the 'LOCK' position.  This allows the steering to turn but will keep the lights and power accessories off.
