Towing Issues: all four towing, blue ox hitch, diesel pusher

Question
At what point are you legally requried to add a supplementary braking system to a vehicle being towed on all four behind a 40ft diesel pusher motorhome. I have just installed a Blue Ox hitch and towbar and installed direct wire ad-on lights in the rear taillight housings of my Toyota Matrix.
