Toyota Repair: harmonic balancer, timing belt replacement, crankshaft pully

Question

Pulley and harmonic da Is it supposed to "spin" on crankshaft pully...and if so what with it's timing mark?  I'm doing a head gasket and timing belt replacement on a 98 Camry 5FSE (4 cyl)

It's not supposed to spin on the crankshaft, notice there is a keyway in the hub of the pulley, this has to line up with the key on the front of the crankshaft, there is a single notch on the inner flange of the pulley this is the TDC mark, line it up with the zero mark on the cover.
