Toyota Repair: 2000 Camry, 78,000 miles, independent shops, toyota dealer

My brakes are not working to expectance.  There is no noise, but don't stop quickly and I brake way ahead of time when on the highway.

Do the pads neep replacing or the rotors resurfacing?

I don't know, maybe, you should have someone inspect the brakes to find out, it could be something more serious, it would be hard for me to say what the problem may be, I would recommend having the toyota dealer check it, as I generally don't trust independent shops, they may take advantage of you and sell you a lot of unessary repairs.
