Toyota Repair: 1995 previa wont start, theft deterrent system, dash board

For some reason my friends car won't start. The alarm blinker in front of the dash board keeps flashing, and if i try to turn on the car the dash board will flash weirdly including the signal lights. on the radio it said "COD----" and i put in the code, and the radio worked. after that the car still wouldn't turn on. weirdly, the windows will open even if the key is not in the car.. i have no clue what is going on. i'm pretty sure it's the alarm or theft deterrent system but i don't know how to bypass that to turn on the car..thanks for your help. lawrence

There is probably a signal being sent to the ignition telling it not to allow the car to start.  I don't know much about alarm systems so you may want to contact the dealer to see what the reset code is for that particular car.
