Toyota Repair: 2000 toyota solara 2.2 engine, egr, modulator

Question
where is the egr valve and modulator located and what tools are needed to replace them. I had a 401 diagnostic code and read that the modulator would be the logical problem. If you believe differently please advise me of other possibilities. Thank you in advance.

Purchase a Haynes manual #92007; it has a detailed EGR and modulator test section in order to determine which one is the source of your problem.  It's the same book for my 1997 Avalon.  You'll need a vacuum gauge for the testing.
