Toyota Repair: 1994 Toyota 4 Runner- Fan Bracket, fan, bracket

Question
Do i need to remove the timing cover in order to remove the fan bracket? I believe all belts and does the power steering unit need to be removed as well?

What fan bracket are you talking about?  You should NOT need to remove the timing belt cover to remove ANY fan bracket.  The fan is driven by a belt/pulley if your engine is mounted longitudinally.  If your engine is transverse mounted, your fan is electrically powered.
