Toyota Repair: tail light wires, toyota camery, side fender

Hello Mr.Ritter,I have a 1991 Toyota Camery and I've replaced the fuses and bulbs on it and I still don't have tail lights.What could be the problem?

There are a couple of common problems for this, there is an open circuit in the wire harness that attaches to the left trunk hinge, the harness should be cut open all the way into the trunk to locate any broken wires, the other is the tail light warning relay, it's located behind the carpet on the left side fender, attached to a metal brace, I would start by checking the wiring first.
