What is the best way to replace expansion valve in a 1995 camry?

 I assume your talking about the A/C valve. Before you change that valve I would have an A/C specialist that really knows what he's doing check the system out to pinpoint the problem.
Anyway the valve is under the dash, its a small rectangular block
with holes in it, one side bolts to the evaporator the other side
has the freon lines hooked to it. Look in a Haynes(#92006 page 3-14) or Chilton repair manual.
