Toyota Repair: 90-95 4runner/pickup head gasket recall/repacement, head gasket, headgaskets

   Do you know if this is for original OEM engines or does it matter?

Yes it is, Toyota will only cover the headgaskets if they are genuine toyota gaskets, an aftermarket replacement engine will not have toyota OEM gaskets and so they are not covered under the limited service campaing. Toyota also only allows a one time repair for the headgaskets, this was a limited service campaign which turned into a special policy adjustment (SPA).
