Hydraulic oil coming out of the brake rod where it goes into the axle housing.  Is there a seal on that rod or an internal seal?

  There is a seal on the rod that will need to be replaced.  You can go to newholland.com to see a breakdown of the parts if you click on parts and services, then search for parts.  The part number according to the parts diagram is 86576339.
