Tractor Repair: Rear whell locked up on 284 IH, international harvester, hp gas

Hi, Arnie. I have a 1978 284 International Harvester-4 cyl-28 hp-gas engiene.The tractor set up all winter,now everything is working fine except left rear wheel is locked.Please advise cause and repair.

 If everything was OK before it sat over winter, then the brake is probably stuck.  Make sure the linkage is releasing and if so, then the brake will probably have to be disassembled.  If it sat outside, then water probably got in somewhere and rusted something up.
